We’re introducing a phased programme of changes to strengthen the Competent Person Scheme and support compliance. This page outlines what’s coming and what it means for you.

CPS three-year strategy

As part of our new three-year strategy, this year we’re focusing on strengthening the Scheme’s foundations and helping everyone demonstrate competency and compliance. We’ve organised these changes into three phases to make it clear what’s coming over the year.

 Phase 1: Mandatory Technical Competencies

This is the catalyst for the change that is coming in the Competent Person Scheme over the next 12 months. It is going to become vital that contractors are able to prove that they are competent by providing documentation relating to required knowledge, skills and experience of each person working on a roofing project.

Phase 2: New Competence Management System

We are implementing Certchain, which is a new Competence Management System. This will help us to ensure that we have the information we need from our contractors to remain compliant. 

Additionally, it will help you to manage the competency of your workforce - whether you’re a one-man band or a large contractor. 


 Phase 3: Enhanced Inspection Process

Eventually our new Competence Management System will also change the way you arrange inspections. You will still upload works for inspection each year (or every 50 works per discipline). However you’ll need to be able to produce evidence of competency for everyone on site. 

This is part of maintaining our UKAS accreditation and ensuring the Competent Person Scheme continues to meet regulatory requirements that enable you to continue self-certifying your work.
