High-Value Roofing Works Self-Certification
NFRC's Competent Person Scheme enables registered contractors to self-certify qualifying roof refubishment works - bypassing the need for local authority building control approval. Roofing projects over £50k are classed as high-value works. High-value works carry additional responsibilities due to their complexity, scale, and the regulatory scrutiny they may attract. It is essential that registered contractors fully understand and can provide comprehensive documentation to support the self-certification process.
What are High-Value Works?
Projects registered with NFRC CPS with a total project value over £50,000 are classified as high-value works, and require a more rigorous review of documentation before approval.
Required Documentation Checklist for High-Value Works
- Project details: Full and final project specifications, drawings and pre/post construction photos
- Materials: Delivery notes, manufacturer technical literature and installation guides
- Installation compliance: Completed installation checklists, declarations of conformity
- Handover: Sign-off documents, care and maintenance guides
- Fire & wind safety: Fire classification evidence, wind and weight load assessments to confirm compliance
- Audit trail: Site inspection logs, supervision records, role coordination under CDM regulations
- Proof of competency: Evidence of skills, knowledge, experience and behaviours (SKEB) of operatives, Mandatory Occurrence Reporting systems and past project reviews.
Get Ahead of the Curve
In line with HSE guidance and the Hackett Report, we are enhancing the assessment process for high-value works. Contractors should maintain project-specific files that document each project from start to completion. Competency records of the operatives should contain the following:
- Roofing qualifications, N/SVQs and CSCS cards of all staff and sub-contractors
- CPD records and health and safety certifications
- Manufacturer training certificates
- Risk assessments and method statements
Actions for CPS Registered Contractors
- Maintain competency documentation for all employees and sub-contractors hired for your projects.
- Create and maintain project-specific records for each high-value project. Use the contractor portal as a central source to help you maintain records of works.
- Be prepared to demonstrate staff and sub-contractor competence and site readiness.
- Prepare your teams for upcoming changes to legislation as well as the requirement for CPS assessment criteria.
- Encourage those registered for RoofCERT to complete their accreditation for additional proof of competency.
