The Mandatory Technical Competencies (MTC) framework has now been officially published by the Building Safety Regulator.
This is a significant step for the industry. It sets a clear, consistent standard for competence across roofing, and it's something we've long supported as part of raising standards and building trust in the work our members do.
What this means for CPS contractors
CPS registered contractors already work to recognised industry standards, keep good records and invest in training, so you're likely to have much of what's needed in place already.
The key change for your organisation is the requirement to demonstrate that individuals carrying out key roles within your business, such as your Nominated Competent Person (NCP) and other relevant roles, have the appropriate Skills, Knowledge, Experience and Behaviours (SKEB) to undertake their work competently and in compliance with the Building Regulations.
As part of this, you will need to maintain appropriate evidence of competency, which may include qualifications, training records, professional experience and other supporting documentation relevant to each individual's role.

What happens next
This is the first step in a wider programme of changes across the Competent Person Scheme.
Over the coming months, we will introduce further guidance, updates to Scheme processes and new digital tools, including changes to competency management and inspection processes. Each stage will be communicated in advance, with clear detail on what it means for contractors and whether any action is required.
